The UK government and OpenAI—the creator of ChatGPT—have entered into a strategic partnership to bolster AI security research and explore investments in domestic AI infrastructure, including data centres. Announced on July 21, 2025, this collaboration aligns with the government’s ambition to accelerate its position as a global AI leader
Under the agreement, the UK will commit £1 billion to expand its public AI computing capacity by twentyfold over the next five years. Meanwhile, OpenAI may expand its London office and deepen its engagement in sectors such as justice, defence, security, and education
Tech Secretary Peter Kyle highlighted AI’s transformative potential across sectors like the NHS, education, and economic development, stating that achieving these advancements “can’t be done without companies like OpenAI”
Sam Altman, OpenAI’s CEO, praised the UK’s forward-thinking “AI Opportunities Action Plan,” initiated by Prime Minister Keir Starmer, and emphasized the move from ambition to implementation
As part of the arrangement, OpenAI will share insights with the UK AI Security Institute to support research into AI capabilities and safe deployment
Additionally, its technologies already underpin government tools such as the “Humphrey” chatbot, aimed at improving public service efficiency
The Labour government forecasts that integrating AI across the public and private sectors could raise annual productivity by 1.5%, equating to a £47 billion boost over the next ten years
